On Wednesday, July 8, 2009, of Silver Spring, MD.   Beloved husband of Ruth L. Waters; father of Robert W.  Waters, III, Anne Barry, Gail McPherson, Alan (Linda) Waters, Jean (Danny) Farmer, Debbie (Braxton) Smith; grandfather of Dean (Jennifer) Barry, Tracy Guiffreda, Kelly Mitchell, Anne Waters, Michael Waters, Kevin Waters, Maggie (Ian) Estrin, Jeremy (Heather) Smith, Elizabeth (Howard) Redding and Katie Farmer.  Also survived by 9 great-grandchildren.  Relatives and friends may call at Collins Funeral Home, 500 University Boulevard West, Silver Spring, MD, (Valet Parking), Friday, 7-9 p.m.  Mass of Christian Burial at St. Bernadette Catholic Church, 72 University Blvd. East, Silver Spring, MD 20901, on  Saturday, July 11, at 12:00 p.m.  Interment Manassas City Cemetery on Sunday, July 12 at 11:00 a.m.  Memorial contributions may be made to St. Bernadette Church or charity of choice.
