On Friday, October 14, 2016, of Rockville, MD. Beloved husband of Ruth Foster; father of John Foster; step-father of Stacy Briggs; brother of Jean Lipps; nephew of Mr. and Mrs. George Pembroke. Also survived by very special sister-in-law Celia Dunayer who assisted him as a caregiver. Graveside Service at Arlington National Cemetery Columbarium, Arlington, VA at a later date.
